Abstract This study aimed to investigate the impact of citizen perception (CP) on smart cities (SC) using information and communication technologies (ICTs) as a mediator. In addition, it assesses how age, gender, and education control the relationship between CP and SC development. 408 questionnaires were collected using Typeform software and adopting a cross-sectional time frame. Partial least square structural equation modeling (PLS-SEM) was used in data analysis, and Smartpls-4 was used for calculation purposes. The study shows a statistically significant direct relationship between CP and SC development in Qatar. However, the indirect relationship was stronger when ICTs acted as a mediator between the two variables. Policymakers may use this study to develop citizen engagement strategies that enhance CP from ICTs, ensure SC initiatives meet demand, and promote ICT infrastructure and services. Researchers will benefit from this study's combination of three reliable scales to evaluate CP, SCs, ICT, and their relationship.
