Abstract Smart cities are projects about the future of urban development that focus on technological developments and digital innovations to achieve a better life for city dwellers. But there is a growing need for inclusive development to avoid the danger of deepening existing inequalities and marginalizing vulnerable groups in society. For governance and planning systems, the biggest challenge is not only related to the optimization of resources and infrastructure, these are also achieved through private economic entrepreneurship, but, above all, to the promotion of social inclusion, the reduction of digital gaps, and the active participation of all citizens in the decisions and projects of life in the urban community. In other words, inclusive transformation is not just a possible alternative, but a necessity to create sustainable and equitable urban communities. © The Institution of Engineering and Technology and its licensors 2025.
