Abstract Smart city policies contribute to the development of the city's logistics industry by making full use of information and communication technologies to create a virtuous cycle in the functioning of the city's systems. Based on panel data of 220 prefecture-level cities from 2007 to 2019, the article views the development of the smart city pilot as a quasi-natural experiment and examines the mechanism by which the smart city policy empowers the growth of the urban logistics sector. It uses the multi-period difference-in-difference models with multiple robustness tests and analyzes the heterogeneity of the smart city pilot policies affecting the development of the industry. The results show that the smart city pilot policy significantly promotes the development of the urban logistics industry and the smart city pilot policy has a positive impact on the development of the urban logistics industry by increasing the level of information technology and the impact of industrial agglomeration. Compared with the eastern region and provincial capital cities, the policy on the development of the logistics industry of the central and western regions, and the non-provincial capitals are more pronounced. © The Institution of Engineering & Technology 2023.
