Title Does Smart City Construction Affect Urban Renewal? Evidence From China

Abstract This article, utilizing 293 prefecture-level cities from 2006 to 2021 to study the association between smart city pilot policies and urban renewal, establishes a quasi-natural experimental model based on smart city pilot policies and conducts an in-depth analysis of the role played by smart city pilot policies in promoting urban renewal and its influence mechanisms. It is found that the implementation of the smart city pilot policies has a noteworthy impact on the improvement of urban renewal, as evidenced by the upgrading of the urban industrial structure, the rise in urban consumption, and the rise in the degree of comprehensive urban construction. The smart city pilot policies significantly promote the in-depth development of urban renewal by raising the level of urban, facilities, ecological, and cultural construction. Furthermore, this study reveals that the effects of smart city pilot policies on urban renewal are heterogeneous upon various factors, including the extent of marketization, city tier classification, and geographic attributes. This study offers fresh concepts for advancing smart city development and urban renewal studies, in addition to a scientific theoretical foundation for creating policies about urban renewal. © 2025 Elsevier Ltd
