| Abstract | A human-centered approach is becoming an objective condition for the effective development of smart cities. The introduction of innovative “breakthrough” technologies in urban development involves improving the quality of life in the city, which is impossible without taking into account the comfort of using them and the perception of their implementation by all city residents. The purpose of the study is to identify tools for assessing the perception of technological changes by city residents and to take their opinions into account in substantiating strategies for the development of smart cities. To address this issue, an approach based on assessing the level of development of a smart city based on the methodology proposed by the IMD Smart City Observatory and design thinking tools is proposed. The first stage reveals the main areas of city life and urban infrastructure development, based on the perception of their city as smart by its residents. The second stage, based on design thinking methods, details and identifies the main problematic issues in their use and identifies steps to address them from the perspective of users. The implementation of the proposed approach is considered on the example of a study conducted in Kharkiv in 2021–2023. The results of the study can be further used in the process of post-war reconstruction of Ukrainian cities, substantiating their development strategies based on innovative digital technologies, taking into account the opinions of residents and assessing their level of perception of technological changes in the urban environment. © 2023, The Author(s), under exclusive license to Springer Nature Switzerland AG. |
