Abstract Cities worldwide seek new approaches to urban development that prioritize people, governance, and sustainable progress. Human- centered design focuses on social inclusion, participatory planning, and context- based methods to guide technology adoption in city environments. This chapter examines how integrating social factors into policy frameworks leads to smarter cities that strengthen equity and civic trust. It explores planning strategies that incorporate community voices, institutional shifts that facilitate inclusive governance, and the importance of shaping technology to serve public needs. The research gathered qualitative and quantitative data from global initiatives and identified best practices for participatory design in urban projects. The findings suggest that citizen empowerment and transparent processes promote balanced and ethical smart city ecosystems. This work highlights a transformative pathway toward people-first urban innovation. © 2025, IGI Global Scientific Publishing. All rights reserved.
