Abstract This chapter explores the concept of “smart city” security development from a public policy, protocol, and ultimately a legal point of view, and from a perspective with focus on cybersecurity, and other technologies used to make “smart cities” operational. For scholars, both perspectives are inextricably bound up where political, social, and legal perspectives frame the use of cybersecurity either used alone, or in conjunction with other technologies, to provide government officials with monitor and oversight capabilities. For example, the use of sensors, within and between buildings, in “open spaces” and at mass transportation sites is discussed, as are reasons behind the crucial relationship between what scholars call the “technological side” and “nontechnological side” of “smart city” conceptualization. In addition, other “smart city” policy and technological dimensions linked to “smart city” security are examined. Lastly, a “city scape security typology” is constructed with three defining city-type characteristics that allow analysts to sort out cities into city-types and generate hypotheses about them. The implications of that typology for “smart city” security conceptualization are described. © 2025 Elsevier Inc. All rights reserved.
