Abstract With current technological, environmental and social complexities, the smart city concept is becoming a panacea for future city planning and sustainable development. On the other hand, safe city planning is another longer-standing concept often emphasised to integrate technological smartness into its deployment and planning. How such a combination has yielded strength is observed ambiguously through the widely accepted policies worldwide; however, the exact weakness of such a blending of smart-safe concepts and what needs to be done to improve it is lacking research. Therefore, this paper explores the strength and the missing interconnectedness of Smart City and Safe City concepts through a critical literature review, aiming to critique/unify them into a symbiosis yet contesting smart-safe principles. The finding showed that by leveraging advanced technology, IoTs and big data-driven solutions, smart cities can enhance residents’ efficiency, connectivity, and overall quality of life. Meanwhile, safe cities create secure and resilient urban environments by implementing measures prioritising safety and security. The weakest link could lie in a (politically driven) delicate balance between technological innovation, robust security protocols, and anti-privacy and control. It employs encryption, digital forensics, cybersecurity measures, and ethical data usage practices to protect citizen privacy, contesting political (urban) legacy while harnessing technological advancements for a safety milieu. This study contributes to expanding the spectrum of smart-safe city planning concepts in utility yet human-centric future city development pathways. © 2025 Institute of Physics Publishing.
