| Abstract | The Fourth Industrial Revolution is based on the development of science and technology in many countries. In the face of rapid changes in science and technology, many countries worldwide have been building smart cities to build a green (clean), beautiful, modern and eco-friendly environment, a destination for talent and investors in domestic and foreign countries. A study on factors affecting smart city construction is carried out in Vietnam through a survey of 180 people living in the area and in-depth interviews with 15 expert positions in society. Research results show that communication and technology levels are the most important factors for smart city construction in Binh Duong, Vietnam.
