Abstract Smart cities aim to manage urban growth ethically and legally, reduce energy use, enhance local economic prosperity and quality of life, protect the environment, and enable people to use modern information and communication technology (ICT) effectively. ICT is crucial in intelligent cities by aiding policy development, decision-making, implementation, and service delivery. This study focuses on the advancements in machine learning (ML), deep reinforcement learning (DRL), and artificial intelligence (AI) in the evolution of smart cities. These technologies create optimal policies for various complex scenarios in innovative city environments. The chapter delves into their applications in brilliant grid energy efficiency (SGs), cybersecurity, intelligent transportation systems (ITSs), maintaining and improving 5G and beyond 5G (B5G) networking services, and integrating intelligent health systems with uncrewed air vehicles (UAVs). Additionally, the chapter addresses challenges from previous research and explores future opportunities. Privacy and data protection principles, such as notice and consent, are significantly undermined by innovative city technologies, which can render data science in urban settings ineffective. The daily interactions between people and intelligent city technologies generate extensive data. These methodologies have immense potential to realize innovative city development’s vision and establish a more robust ethical and legal framework for ML and 5G network applications, enhancing safety through cyber defense. © 2025 selection and editorial matter, Qasem Abu Al-Haija, Omar Mohamed, Wejdan Abu Elhaija; individual chapters, the contributors.
