Abstract Smart city mission (SCM) initiative in India aims to transform urban areas on a large scale. However, there appears to be a gap between citizens’ expectations and the actual deliverables. This study conducted interviews, group discussions, and online surveys across five selected cities in India to uncover this divergence. The findings revealed that Indian citizens primarily expect the SCM initiatives to focus on the Health, Mobility, Housing, Environment, & Sustainability sectors. However, the implemented projects concentrated more on digital technologies, mobility, and housing sectors, deviating from citizens’ priorities. Additionally, the study uncovered major hindrances in successful implementation of SCM initiatives. © 2025 Taylor & Francis Group, LLC.
