Abstract Digital Twins (DTs) play a vital role in the development of smart cities, offering virtual representations of physical entities and processes. However, the lack of a unified definition has resulted in ambiguity and hindered progress in this field. This paper aims to establish a consensus on the definition of DTs by synthesizing existing literature and proposing a comprehensive definition that encompasses their core attributes and functionalities. To enable a better understanding and comparison of DT implementations, a taxonomy is introduced, providing a fresh perspective for differentiation. By utilizing this taxonomy, informed decisions can be made regarding the design and implementation of DTs. Moreover, this research explores the possibilities and challenges associated with implementing a Digital Twin of Cairo, one of the largest and most complex cities worldwide. © 2023 IEEE.
