Abstract This paper outlines the creation and deployment of a service for identifying available parking spaces through surveillance camera images. By utilizing real-time monitoring and advanced image processing techniques, the service addresses the widespread challenge of limited parking in urban areas. The project consists of three core components: the Image_transformer, Matrix_transformer, and Place_detector. The Image_transformer module is responsible for detecting vehicles and transforming the camera image to a top-down view, while recording vehicle contours in a JSON file. The Matrix_transformer module converts these coordinates into a binary matrix representing occupied and vacant spaces, optimizing the data for further analysis. The Place_detector module then applies the A∗ search algorithm to determine and count free parking spots. Initial testing demonstrated that the vehicle detection accuracy achieved the required 85%, though the accuracy of identifying free spaces fluctuated based on the dimensions of parking spots. The integration of this service with existing surveillance systems offers an efficient, cost-effective, and scalable solution for urban parking management. This service can significantly reduce the time drivers spend searching for parking while helping to alleviate traffic congestion. This research highlights the potential of integrating technology with urban planning to address complex issues. Future improvements will focus on refining the detection algorithms, increasing the scalability of the system, and expanding its use to a wider range of environments. Ultimately, the service aims to play a crucial role in the development of smart city infrastructure, fostering more efficient and sustainable urban transportation systems. Copyright © 2025 SPIE.
