Abstract Smart cities are receiving attention these days for providing solutions to chronic urban problems and for acting as a new urban growth engine. The development of various technologies enables cities to collect a vast amount of data, obtain useful information and therefore make city operations more efficient and intelligent. However, the perspective in terms of data has often been ignored in designing a smart city, especially from the stage of planning city services. This study aims to fill the gaps in existing studies and develop a strategic framework that helps a systematic and analytical consideration of data perspectives in designing and managing urban services for smart cities. Based on the literature review and expert discussions, the developed framework consists of five categories of factors that correspond to three stages of city data management. The framework was applied to actual smart city services as a case study to validate its suitability. A total of 34 services were examined from the service plans of two representative smart cities in Korea. The case study results showed that an inconsistent consideration of data was made in many smart city services, which highlights the need for conducting a study of this kind. In addition, an expert survey was conducted to grasp the effectiveness and practicality of the framework, which generally gave positive reviews. The developed framework guides various stakeholders to design smart city services with a better understanding of the data and to establish a comprehensive plan for data-based smart city development.
