Title Exploring Smart City Analytical Framework: Evidence From Select Case Studies

Abstract Smart city research, including its definition and implementation, has progressed with several locales employing smart city initiatives. Case studies present various contexts on how to achieve the cities' 'smartness'. This study aims to broaden smart city research through adapting an analytical framework - high-level objectives, action fields, and enabling factors - and content analysis on select case studies. The framework incorporates the smart city's desired outcomes (high-level objectives), "cross-cutting entry points for digital transformation" (enabling factors), and where solutions can be applied (action fields). Content analysis involved three stages - identification, selection of the literature, and literature grouping. Results indicate that apart from economic growth, sustainability, and quality of life, outcomes including administrative effectiveness and efficiency and knowledge-based development emerge. The uptake of action fields varies even in cities from the same country. The top-down approach to smart city development appeared to be more common from the select case studies. Open data is emerging in smart city development. The heterogeneity of results provides policymakers a staging point to further explore practices from different settings which could aid in tailoring accordingly to their cities' context. Further research could focus on updating the action fields and exploring the innovation process or partnership models of smart cities.
