Abstract	The emergence of a 'digital divide' has recently emerged as a key inequality issue, with the overall digital transformation of urban infrastructure and services through technological innovation. In particular, smart cities have the potential to limit participation opportunities for information-disadvantaged groups in decision-making by their optimized use of ICT in infrastructure and service delivery. Until now, studies on citizen participation in smart cities have mainly focused on the participation characteristics of general citizens. Thus, this study categorizes the key considerations for encouraging the participation of information-disadvantaged groups in smart cities and analyzes the difference in the relative importance between types using a series of Delphi surveys to collect the opinions of smart city experts in South Korea. The findings show that service accessibility is significantly important in encouraging participation, while the calculation of appropriate service cost and developing a support plan for service delivery are paramount in improving service accessibility. Furthermore, financial support for reducing the digital divide and citizens' understanding of the purpose of participation for increasing participative receptivity are found to be statistically significant.
