Abstract Smart City Management is a complex concept and involves various aspects. The above implementation of Smart City in Makassar City requires Collaborative Governance from all stakeholders in realizing “Sombere” and Smart City in Makassar City. Collaboration, integration of smart technology and community participation are crucial factors in creating smarter, more efficient and inclusive cities. This research aims to examine the Collaborative Governance process in realizing Sombere' and Smart City. In this research, the research method used by researchers is descriptive qualitative. The main data source in this research was obtained from informants. The initial informants were selected purposively, namely people who understand problems in Collaborative Governance and smart cities. The research results found that the Collaboration Governance process in realizing Sombere and Smart City in Makassar City was running well. This is demonstrated in each dimension, namely Face to Face Dialogue, Trust Building, Commitment to Process, Shared Understanding, Intermediate Outcomes, which can build a stronger foundation for stakeholder collaboration efforts in taking part in the journey towards a successful Smart City. © 2025 Institute of Physics Publishing.
