Abstract Objective: This research aims to conduct a comprehensive analysis of the literature on the concept of Smart Citizens, seeking to elucidate the trends and directions that this area of research has been following. Theoretical Framework: For the development of a smart city capable of delivering real results to the population, it is necessary to have active governance in the provision of quality services. As part of this process, the smart citizen is an agent responsible for the conception of these initiatives through decision-making. Method: The adopted method involves a qualitative approach that combines systematic literature review and inductive categorical content analysis. The research used the Scopus and Scielo databases to conduct queries, resulting in the identification of 535 articles. After careful evaluation, 92 of these articles were considered relevant for the investigation. Results and Conclusions: Data analysis reveals that factors such as education, infrastructure, technology, and the dynamics between government and society play crucial roles not only in promoting Smart Cities but especially in the development of citizens residing in this context. It also highlights the importance of willingness to adopt technologies, social engagement, and the incorporation of a sustainable lifestyle. The study emphasizes that the transition to a smart city demands not only the implementation of innovative technologies but also the adoption of an educational model that empowers and promotes digital literacy among citizens. Research Implications: This research presents factors that are determinants for the construction of the smart citizen, offering theoretical resources that contribute to the expansion of understanding on the subject, as well as application in cities seeking to become smart. Originality/Value: The value of this research is consolidated through the knowledge acquired about the factors that prevail in the construction of the smart citizen, as well as adding characteristics that prove important in this perspective. © 2024 ANPAD - Associacao Nacional de Pos-Graduacao e Pesquisa em Administracao.
