Abstract Blockchain technology is being widely applied in fields such as smart cities, smart transportation, and smart grids. Therefore, this study mainly designs an intelligent transportation system based on blockchain, aiming to reduce the carbon emissions of urban transportation systems and improve the freight efficiency of transportation systems. Specifically, this study designs the urban logistics network based on decentralized architecture and metaheuristic algorithms, aiming to generate a distribution path with the least carbon emissions and shortest time for freight vehicles. Among them, the blockchain layer adopts a consortium chain design, with multi module smart contracts and privacy protection mechanisms to ensure data credibility and network security of intelligent transportation systems. Meta heuristic algorithms are used to dynamically solve multi-objective path planning problems. In addition, we validated the designed system based on several delivery examples and solved the problem using an improved Moss Growth Optimization (MGO) algorithm. The results indicate that blockchain-based intelligent transportation systems can effectively reduce the delivery costs and carbon emissions of transportation networks. © 2025 IEEE.
