Abstract Smart city lighthouse projects represent a unique European innovation tool for deploying and replicating smart city and energy solutions on a large scale, to serve the EU mission of creating 100 climate-neutral cities by the year 2030. This cross-country and multi-disciplinary project setup embraces innovation, but it also leads to complexity. Risk management represents a key approach for handling this complexity and meeting the various types oi risks that can occur in smart city lighthouse projects. A review of current risk management practices in these lighthouse projects has been conducted, including all 17 existing projects. The review has revealed that the risk management in most lighthouse projects is in line with common standards, as described in ISO 31000 and the Open PM2 Project Management Framework, highlighting the identification, analysis, evaluation, and treatment of project risks. However, the occurrence of several high-profile cybersecurity and privacy-related vulnerabilities has uncovered the need to expand the risk management beyond these standards. In the paper, we investigate how the risk management can be improved through collaborative governance, highlighting stakeholder participation and involvement to meet these challenges. In addition, the events that have occurred point to the need for implementing resilience-based policies. In the current work, we also investigate how such policies can be better integrated into the traditional risk management activities to improve the overall handling of risks and vulnerabilities. © 2022 ESREL2022 Organizers.
