Abstract Realistic three-dimensional (3D) models are essential for urban planning, offering detailed spatial representations to facilitate decision-making processes. Based on air-ground integrated 3D modelling technology, choosing Danzao Town as study area, this study proposes a smart city planning method and estimates its practical application results. Research finds that highly accurate air-ground fusion 3D models can be created by an innovative approach by combining Unmanned Aerial Vehicle (UAV) tilt photography with ground-based laser scanning data and employing a two-stage data alignment technique. This modeling process obtains further optimized through lightweight and monolithic techniques, ensuring efficient and intuitive data support for smart city planning. Moreover, research results indicate that this method significantly improves planning efficiency and accuracy, offering substantial technical support for the development of smart cities with extensive application potential. © 2025 SPIE.
