Abstract Serving as a pivotal carrier for China to promote the strategy of Digital China and develop digital economy, smart city relies on coordinated efforts across various domains. It is experiencing a new phase of transformation and upgrade, while simultaneously confronting policy coordination challenges stemming from a convergence of multiple interacting factors. This study explores textual topics within national and three provincial smart city related policies. Through the application of data visualization techniques and statistical methods, a multidimensional analysis of the domains distribution, strength evolution, and structural differences of policy coordination in smart city is conducted. The research identifies 27 policy domains through textual topic recognition, forming policy coordination in smart city development through top-level design, basic guarantee, integration and mutual promotion, public governance, and public services. The analysis reveals four stages of coordination strength: blank period, initiation period, active period, and transformation period. The proportion of areas between central and local governments are coordinated is generally consistent, but there are differences between regions. This study makes up for the shortcomings in quantitative research, integrity and systematicness of smart city policy collaboration research, then contributes to the alleviation of real-world challenges in policy coordination and provides theoretical references for future policy design. © 2024 Copyright held by the owner/author(s).
