Abstract The implementation of Smart Cities in Indonesia began in 2016 by the government. However, up to the present time, the success of Smart City implementation in Indonesia remains low, with a very small percentage. Acceleration is needed by adopting new concepts and technologies. This research paper aims to address the need for a rapid and sustainable Smart City implementation solution by incorporating blockchain technology, especially in the Smart People component with the sub-component of the Education System and Facilities. Through testing and experimentation with the created prototype application of Blockchain Smart Education Service, the results have proven that the implementation of blockchain technology in the context of Smart Cities can significantly enhance the success rate of Smart City implementation in Indonesia. This also has a positive impact on the well-being of urban residents. The development of this prototype application is based on literature analysis conducted on various journals, papers, and web documents. This analysis process was carried out using sampling methods using keywords such as 'smart city blockchain,' 'blockchain digital certificate,' and 'digital certificate.' The results of this analysis resulted in three layers of the application, including: the Blockchain Infrastructure Platform layer based on Hyperledger Consortium, the Security Layer of Public Key Infrastructure (Root-CA/Certificate Authority), and the Application Layer of Blockchain Smart Education Service. © 2023 IEEE.
