Abstract Floods cause substantial economic losses and disruption in Malaysia annually. This paper proposes the Ubiquitous Flood Monitoring and Response System (UFMRS) to address limitations in current flood management approaches using ubiquitous computing technologies like the Internet of Things (IoT) and integrated smart city systems. The solution provides real-time flood monitoring through dense environmental sensors and coordinates emergency response through automated analytics and agency coordination. It aims to reduce the socioeconomic impact of floods through enhanced prediction capabilities and lead response time. Requirements gathering analyzes gaps in existing mechanisms while similar systems worldwide are evaluated to design a tailored system for Malaysia using latest ubiquitous computing capabilities. The phased implementation plan provides a roadmap for rollout. UFMRS can potentially reduce flood costs by billions of ringgits through early mitigation enabled by ubiquitous intelligence. © 2023 IEEE.
