Abstract The growing interest in evaluating what constitutes a Smart City has led to a proliferation of rankings based on measurement indicators. These rankings facilitate comparisons between cities and are a key instrument for benchmarking. This paper aims to contribute additional insights into the evaluation of Smart Cities by providing a set of key indicators based on six main aspects: Governance, Mobility, Environment, Economy, People, and Living. The evaluation methodology consisted mainly of 22 indicators to evaluate cities from the perspective of citizens and/or visitors as the main recipients of the smart measures. This empirical approach was applied to a total of 27 Spanish cities between 150,000 and 250,000 inhabitants. To prioritize the relevance of the set of indicators, a Delphi panel was also conducted by engaging a total of 30 experts in the field of Smart Cities, along with other internal processes. The results show differences between the Spanish cities and in the degree of development reached for the different indicators, evidencing the difficulties they are facing to achieve the Smart City goals. © 2021, The Author(s), under exclusive license to Springer Nature Switzerland AG.
