Abstract Municipalities have an increased need for information with regard to environmentally compatible mobility concepts and achieving the 2030 climate targets. A new 3D aerial sensor technology provides cost-effective image and thermographic data, which are analyzed with AI-based algorithms over a wide area. A smart “TwinCity3D” platform based on a realistic 3D model supports urban and traffic planning. In the sub-project of the large district town of Landsberg am Lech, data protection requirements, conception, functions, user interface requirements and application scenarios for the TwinCity3D platform are first defined. While RealityMaps takes care of the technical implementation, we are in continuous exchange, test new functions and contribute to harmonize requirements for the use in municipal administrations as well as for the purpose of participation processes. Different scenarios of urban, climate and transport planning are to be investigated and research questions answered. This includes the detailed analysis of the urban climate over several years in the interaction of traffic, building development and urban green, as well as the identification of heat losses via roof surfaces. The AI-based multitemporal analysis of stationary and moving traffic in the urban area and balancing of parking space consumption provides new information for future traffic planning. In parallel to the development of the TwinCity3D platform, we are processing existing municipal data, preparing it for integration and formulating action steps via which the visualization of planning in participation processes is prepared. In the context of practical testing, the developed contents are evaluated. Interim results and findings will be integrated into scientific and professional publications.
