Abstract The current penetration of digital technologies complicates economic activities and creates risks, which requires the search for a new paradigm of evolutionary development within the framework of institutional economic theory. At the same time, the traditional transport and logistics system of a smart city is currently undergoing a digital transformation, but inter-organizational coordination requires theoretical study in order to better balance the interaction between economic agents. The development of socio-technological drivers of the digital economy is triggered by evolutionary flow processes that provide fundamental changes in the principles and methods of organizing the management of these systems, behavioral models and infrastructure. All this creates the prerequisites for the creation of technological systems that operate taking into account the new mechanism for coordinating the TLS of the smart city. © 2021 Author(s).
