Abstract The Viennese municipality is faced with its city modernization according to the “Smart City Vienna Framework Strategy” for 2050 with the overarching goal of increasing the inhabitants’ quality of life by optimizing the utilization of resources. To achieve this goal, decision makers have to include the integration of innovative and smart technologies in their strategy. With this case study methodology, we aim to contribute to an ecologically valid and further understanding of the implementation of the strategy. The factor “City Management” was identified by stakeholders and citizens as the factor that influenced the municipalities’ decisions to approach the concrete implementation. This chapter presents the main developmental challenges of the smart city of Vienna. © 2019 Elsevier Inc. All rights reserved.
