Abstract Smart plans have proliferated over the last few years in Chinese cities as a way of promoting better places and growth. This chapter presents a recent flagship smart project in the Internet urban economy developed in the city of Hangzhou. It finds that a strong collaborative framework between influential state actors and diverse private agencies was instrumental to drive forward the project under a “win-win” situation: materializing policy goals for innovation-driven urbanization and providing a structured space for startups to potentially grow. In such a context, and reflecting the specificities of the Chinese political economy system for urbanization, the central role of multilevel political leadership and state authorities for the planning and implementation of the innovation site is identified. In addition the analysis reveals the discursive and material influence of a Chinese world-leading Internet corporation, as well as the importance of onsite incubators and governmental supportive policies for the innovation process. At the same time the smart project is found to encounter challenges in terms of market promotion of innovation products and the integration of social, economic, and environmental considerations. The case study also identifies the need for publicly available official datasets toward a fuller evaluation of smart project outcomes. © 2019 Elsevier Inc. All rights reserved.
