Abstract The social sensor, that is, the user who provides reports on their environment through platforms and social networks, is a key figure in the study and recent research of collective social behaviors. This work seeks to demonstrate this transformative fact to fill the gap between local powers and citizens who mobilize in the smart city and, in addition, to give rise to the emergence of a citizen agenda based on the social sensor. This agenda has effects on the public agenda and is obtained from the computational analysis that is made from the grouping, classification, and representation of complex global behaviors that are obtained from Twitter messages, whose value is estimated from theoretical assumptions that illuminate the discussion on the analysis of data and connections between tweets that arise from the characteristics of said sociotechnical medium (hashtag, editorial line, among others). © 2021 IEEE.
