Abstract Technologies as one of the factors of smart urban governance have a critical role in the accomplishment and development of smart cities. IoT and ICTs as an evolving technology can assist governmental agencies in integrated urban management. Therefore, this study was designed to answer two research questions of what application does IoT and generally ICT have in smart urban governance? and what is their impact on citizens' participation? For comprehensive analysis of scientific documents and empirical evidence, two methods of review study and survey study on 400 residents of Isfahan city were used. The results of the review study show that online services, monitoring, data gathering, public e-participation, and cooperation enhancement are the five potential uses of IoT and ICTs in smart urban administration. While survey outputs depict that for efficient use of technology in management, the simultaneous development of technical and social infrastructure is essential. In conclusion, the promotion of the IoT, like other technologies in smart urban governance, needs the proper association with management, social, cultural, economic, and environmental systems. Hence, the present study provides recommendations to develop this alignment and to facilitate the use of IoT in urban governance. © 2021 IEEE.
