Abstract Smart city is a system of systems which ought to be instrumented, interconnected and intelligent. However, absence of a centralized system produces many troubles for its stakeholders i.e. citizens and administration in order to perform their day-to-day actions. Semantic web technologies, and in particular linked open data is a tool which allows sharing and merging of data of different systems. Consequently, this paper aims to propose a Smart City Services Ontology (SCSO) which we believe can serves as an integrated framework for all smart city applications. We start by developing an overall ontology and defining its building blocks after carefully studying the requirements of an urban city. We then analyze the SCSO by mapping it over a number of smart city applications to validate its adaptableness. We believe this ontology will be beneficial to all stake holders of smart city as it eventually allows interoperability and interconnectivity among different systems and frameworks.
