Abstract Given the rapid development and evolving landscape of different smart cities, the element of effective emergency management and rescue path planning has widely been considered as fundamental in minimizing response times while equally saving lives. This article therefore seeks to explore how the Intergration of Ant Colony Optimization (ACO) algorithm and data science in enhancing emergency response systems and mechanisms in smart cities. As viewed in the findings of this article, the leveraging of real-time data collected from IoT devices and from urban sensors plays a critical role in the modeling of city dynamic systems and environments, a process that is fundamental in the identification of optimal emergency paths and plans. Findings further established that the integration of ACO algorithms, widely inspired by the foraging of the algorithm is in this case employed with the objective of solving some of the complex routing challenges, a process that results in the dynamic adoption of measures to direct changing conditions that include road closures and traffic congestions. The findings of the study equally demonstrate a significant improvement in smart city response times as opposed to the traditional routing approaches. The approach therefore enhances the efficiency of smart city emergency services while equally contributing to the safety and resilience of smart urban cities. © 2024 IEEE.
