Abstract Architecture and methodology development for smart city are still being carried out together in clarifying the scope of smart city. This is because the application of Enterprise Architecture (EA) still does not accommodate its characteristics as a form of System of System. This study discusses the EA research overview on smart city design and the gaps in EA implementation for smart city architecture development. This research is intended to create a smart city architecture development methodology as a System of System for reference architecture with the collaboration of several systems. The system is an element of smart city designed and developed by the leaders of each coordinated system. In the end, this methodology can form the basis for building and coordinating the development of a collaborative smart city by several actors. © The Author(s) 2020.
