Abstract With current environmental and social challenges in mind, there is a clear trajectory of Smart Cities becoming the need of modern society. Many cities in the world are already transforming their ways to be more efficient, greener, and also safer. Studies show that the field of safety receives less focus in development strategies than other fields of smart development. This chapter explores the connection between Smart City and Safe City concepts, stressing the need to integrate strong safety measures into urban development for a genuinely smart city. Autonomous vehicles play a crucial role in reshaping road safety by potentially reducing accidents caused by human errors. The discussion extends to the communication types of autonomous vehicles and their role in minimizing road accidents. Micro-simulation tools like AIMSUN, CORSIM, PARAMICS, and VISSIM are key players in developing intelligent transportation systems. A comparative analysis highlights their strengths, including dynamic assignment capabilities and the incorporation of human perception. The exploration also covers the Surrogate Safety Assessment Model, emphasizing its essential role in evaluating safety for new traffic models. Car-following models, such as stimulus-response, safety-distance, and psychophysical models, are examined to reveal their contributions and limitations in traffic flow simulation. Additionally, this chapter delves into foundational steps for setting up simulation environments, covering components like freeway layout configuration, vehicle type definition, breakdown scenario simulation, and handling uncertainties through VISSIM. By connecting Smart City goals with the need for safety, this chapter provides a practical perspective on the dynamics between technological innovation and urban safety. The integration of autonomous technology, micro-simulation tool analysis, and exploration of car-following models collectively contribute to a nuanced understanding of traffic simulation and safety assessment advancements. © 2025 selection and editorial matter, Mitra Kanaani individual chapters, the contributors.
