| Abstract | This study was based on the intelligence construction of Harbin S District as a research object, using a Grounded Theory research method, analyzing qualitative data, and constructing a process framework model for smart community construction. Studies have found that smart community construction includes technology, social and organizational coordination and interaction; there is a game behavior in the construction process; key actors with street offices can achieve smart community construction actors to mobilize and form a series of ways Relatively stable actors' interest networks and build a constituent interest community, and cooperate to promote the construction of smart communities. Studies can provide possible analytical ideas for smart community construction. © 2021 IEEE. |
