Abstract This paper presents an unmanned aerial vehicle (UAV) based FSO communication system with Alamouti scheme for traffic monitoring and management in smart cities to avoid traffic congestion during peak hours. Efficient traffic monitoring and management systems are pivotal for refining traffic flow, reducing traffic congestion, and improving overall urban mobility. By integrating UAV (as relay) and Alamouti scheme in FSO communication system, it is possible to significantly improve the system's overall performance. Since UAV is used for coverage area improvement, the proposed system model contributes for dual hop FSO communication system. In order to enhance the system's overall performance and to mitigate the effects of atmospheric turbulence, the Alamouti scheme is employed in the proposed system model. The system's performance has been investigated by taking factors such as atmospheric loss, pointing error, atmospheric turbulence and angle-of-arrival fluctuation caused due to the hovering state of UAV. The symbol error rate (SER) of the proposed system is determined here using the moment generating function (MGF) technique. Further, the obtained theoretical equation for SER is simulated in MATLAB and the Monte-Carlo simulation is employed to validate the results. © 2013 IEEE.
