Abstract Intelligent Transport Systems (ITS) development seeks to improve transportation efficiency while minimizing negative societal impacts. However, using IP cameras as traffic cameras in India's smart cities is constrained by various factors, including storage, processing power, scalability, accessibility, and security issues. While offloading the IP camera stream to the cloud can mitigate some of these issues, it may introduce latency. This paper proposes a Mobile Edge Computing (MEC)-based Vehicle to Everything (V2X) system to achieve real-time response and reduced latency for V2X message transfer in traffic and road safety applications to address these challenges. The paper characterizes the MEC-based V2X system through experimental tests, utilizing Dedicated Short Range Communications (DSRC) as V2X communication technology, proposes latency optimization approaches, and evaluates them through simulations. The study's results can aid in developing improved V2X applications for road safety. © 2023 IEEE.
