Abstract The Automatic Number Plate Recognition System (ANPR) is one among the recent technological innovations in the domain of smart cities. Surveillance cameras are usually installed in different locations across highways and in metropolitan areas for monitoring and reporting purposes. Vehicle number plate detection and recognition in challenging conditions, such as low illumination, unstable weather, and unavoidable noise has increasingly become the focus of the research studies. The proposed work describes a novel system that uses metropolitan security surveillance system to enforce parking restrictions. The captured image is processed and the vehicles are identified by using the Region based Convolution Neural Network (R-CNN) algorithm, which is a well-known method for performing object detection in deep learning domain. It could also be used to enforce traffic laws. The development tool used in this system is Python. The proposed approach provides a feasible solution to the difficult challenges associated with the notion of long-term monitoring. © 2022 IEEE.
