Abstract Introduction of intelligent transportation systems for a smart city involves a problem of network resource allocation for network-connected vehicle traffic management. Service providers and telecommunication operators support data offload for network-connected vehicles with heterogeneous networks. At a smart city there are some radio access networks with various radio technologies and channel resources in the same territory and connected vehicles with multi-radio station can choose to traffic offload one or another access network for the support of the best quality of service. In this paper we analyze network resources allocation with handoff process from a mobile network like LTE to a wireless local area network for a traffic offload during temporary stops of connected vehicle. For the case of stops or temporary stops, we propose an analytical model and handoff framework using high-order multivariant discrete-time Markov chain. This type of handoff includes the process of estimation of parameters for vehicle-to-infrastructure connections. We present Markov-based forecasting model to estimate the network resource allocation parameter as the number of data sessions with numerical example. © 2023 American Institute of Physics Inc..
