Abstract As urbanization accelerates globally, metropolitan areas face increasing demands for efficient p ublic services. Smart Cities leverage Information and Communication Technologies (ICT) to integrate infrastructure and improve urban management. Urban Operation Centers play a crucial role by aggregating data from sensors, cameras, IoT devices, and various information systems across transportation, energy, and public safety domains. However, integrating these diverse systems is challenging due to their heterogeneity and independent development. This complexity is heightened in metropolitan areas with multiple Operation Centers across different administrative levels. This paper proposes a novel approach for integrating Urban Operation Center (UOC) systems, focusing on real-time data aggregation and visualization to enhance decision-making and emergency response. Our framework aims to improve resource allocation and public safety by ensuring seamless interoperability between UOC systems. This research advances Smart City capabilities, fostering a more resilient and responsive urban infrastructure.
