Abstract This paper presents a new performance index for evaluating the performance of smart city projects under fuzzy environment. This performance index shows a smart city project’s overall performance level, relative to other projects in terms of its performance. To facilitate the use of the index as a performance management tool, three most important criteria for measuring the performance of smart cities are identified. With the use of linguistic terms, subjective assessments of qualitative performance measures are represented with interval-valued intuitionistic fuzzy numbers. Based on the interval-valued intuitionistic fuzzy weighted averaging (IVIFWA) operator, a fuzzy multicriteria group decision making approach is developed to obtain a performance index for each project. An example is presented to demonstrate the application of the performance index for dealing with a smart city project evaluation problem. © 2021, The Author(s), under exclusive license to Springer Nature Switzerland AG.
