Abstract This study focuses on the construction of smart cities in China, and takes the improved TOPSIS method as the core, combined with the Sparrow search algorithm, to carry out an in-depth assessment of the implementation and development potential of smart city policies. A set of evaluation index system covering policy publicity, technology application, social participation and other dimensions was constructed. By collecting multi-source data from 30 representative cities, the Sparrow search algorithm was used to optimize the index weights in TOPSIS method to improve the accuracy of evaluation. The research results provide a scientific basis for the planning, resource allocation and regional coordination of smart cities, and help promote their efficient and balanced development. © 2024 Copyright held by the owner/author(s).
