Abstract Smart cities have recently gained popularity since they improve people's lives while also ensuring their safety and stability. These cities incorporate a variety of communication technologies, including 4G and 5G networks. This paper presents an in-depth comparison of 4G and 5G technologies in smart cities, with a certain focus on Intelligent Transportation Systems (ITS). We utilize the OMNeT++ simulation platform to analyze the performance of these networks in a highway scenario, examining metrics such as throughput and packet loss. Our simulation results demonstrate that 5G networks achieve up to 60% higher throughput and 40% lower packet loss compared to 4G in highway scenarios with multiple vehicles. These findings suggest that 5G's enhanced capabilities make it particularly suitable for time-critical ITS applications. Our research not only validates the superior performance of 5G in ITS applications but also provides insights into the challenges and future directions for 5G implementation in smart cities. © 2024 IEEE.
