Abstract The aim of this paper is to provide a case study of digital economy planning in Kuwait, a country that is attempting to match the developments of neighboring middle eastern countries, but constrained by policy and cultural limitations. The Gulf Cooperation Council (GCC), including Kuwait, push to be involved in digital and smart cities is not surprising. Dubai has no oil economy and those GCC countries reliant on oil wish to diversify their economies. © 2018 IEEE.
