Abstract Smart Cities are characterized by the rapid development of Internet of Things devices and the availability of big data. The rapid evolution of Smart Cities has amplified the need for user-centric technologies that enhance urban living. This paper presents a conceptual framework for designing adaptive user interfaces (UIs) tailored to the diverse requirements of Smart City applications. The proposed framework links user interactions to subject-specific tasks and employs mathematical models to dynamically prioritize and reorganize UI elements based on usage frequency and contextual relevance. Based on principles of Human-Computer Interaction (HCI), the framework bridges theoretical modeling and practical implementation, offering a robust foundation for designing scalable and user-centered interfaces. This work aims to contribute to the creation of intelligent and responsive urban systems that enhance usability, accessibility, and engagement for a diverse range of users. © The Author(s), under exclusive license to Springer Nature Switzerland AG 2025.
