Abstract Smart cities integrate data-driven services—ranging from transportation and energy grids to public safety—aiming for increased efficiency and improved quality of life. However, the reliance on interconnected systems raises acute cybersecurity concerns. Generative AI, a powerful subset of artificial intelligence, presents a dual challenge. While malicious actors exploit generative models to automate social engineering, produce polymorphic malware, or craft convincing deepfakes for deception, defenders can harness AI to strengthen anomaly detection, enhance access control, and streamline incident response. This chapter examines how generative AI functions as both a threat and a solution in urban security contexts. It explores key technologies underpinning smart cities, outlines major generative AI–enabled attack vectors, and discusses defensive methodologies that leverage the same AI capabilities. Ethical and governance dimensions are also addressed, highlighting the role of transparent policies, accountability, and public trust in shaping robust, equitable smart city initiatives. © 2025 by IGI Global Scientific Publishing.
