| Abstract | The authors regret that an error appeared in the caption of Fig. 3, and an error occurred in Fig. 3 of the published article, which are revised in this corrigendum. Specifically, the number of pilot cities was incorrectly described as “26 in the second, and 37 in the third (Fig. 3)” on Page 6, section 4.2.2 Explanatory variables (1) SCP. The correct description should be “37 in the second, and 26 in the third (Fig. 3)”. In addition, the original Fig. 3 omitted the indication for the no-data areas, which led to an incorrect display of the number of control group. The original Fig. 3 may cause confusion for readers in distinguishing between the control group and no data areas. The correct version of Fig. 3 is provided below. These corrections do not affect the data, methods, results or the scientific conclusions of the study in any way.
