Abstract Highlights: This study highlights three contextual variables, trust in the crowd, digital divide, and cultural sensitivity, that are important for effectively executing smart community-based disaster management (CBDM). This research also highlights the crucial role of smart technologies, such as real-time data-sharing platforms, artificial intelligence (AI), and machine learning (ML), in improving urban resilience. By incorporating these elements into technological progress, cities can develop more comprehensive and efficient disaster management initiatives, resulting in safer and smarter urban settings. What are the main findings? Historical and institutional barriers have led to the neglect of community engagement in disaster management. Smart technologies such as AI, ML, and real-time data sharing are crucial in improving urban disaster resilience. Three contextual variables identified for smart CBDM: trust in the crowd, digital divide, and cultural sensitivity. What is the implication of the main finding? Incorporating the three contextual variables—trust in the crowd, digital divide, and cultural sensitivity—into disaster management strategies can enhance community engagement and resilience. Smart technologies, when combined with community-based approaches, can lead to more effective disaster response and recovery. Addressing digital divides and cultural sensitivities is essential for creating inclusive and equitable disaster management systems. Urbanization presents significant challenges to disaster management as cities grow and develop, hence increasing their vulnerability to disasters. Disaster resilience is crucial for protecting lives and infrastructure, ensuring economic stability, promoting equality and cohesion, and ensuring the long-term viability of metropolitan regions in these rapidly growing cities. This paper investigates contemporary approaches to creating smart and resilient urban environments through disaster management that emphasize community-based solutions in prioritizing advanced technologies. The key findings of the research include three factors to be accomplished in utilizing technology in community-based disaster management, trust in the crowd, digital divide, and cultural sensitivity. Moreover, the review highlights the significance of the use of smart technologies in improving urban resilience, including but not limited to real-time data-sharing platforms and ML algorithms. Furthermore, it emphasizes the challenges regarding reliability and accuracy in crowdsourced information, stressing the importance of user awareness. © 2024 by the authors.
