Abstract The objective of this chapter is to untangle the key fallacy inherent in the debate on smart cities, i.e., the reification of information and communication technology (ICT). Undeniably, advances in ICT have proven critical for the emergence of tools and applications that underlie the processes of digitalization and smartification of/in the city. And yet, ICT remains but a tool that conditions the evolution of the tangible and intangible fabric of the city, i.e., the markets, the business sector, and society.
